Политическая экономия и правовое обеспечение цифровых платформ: сотрудничество и конфликт

рождающегося пространства сотрудничества и конкуренции структур частного бизнеса и государственного управления в различных уголках планеты, прежде всего в Европе, Северной Америке и Азиатско-Тихоокеанском регионе, и правовые проблемы обеспечения данного процесса. Авторы выделяют два подхода к определению цифровых платформ: функциональный и политико-экономический. В рамках первого объектом изучения являются экономические, социальные и политические взаимодействия, возникающие вследствие цифровой трансформации различных отраслей экономики. Второй, политико-экономический, подход в качестве объекта исследования определяет пространство взаимодействия власти и бизнеса, в рамках которого для обеспечения технологического суверенитета и защиты экономических интересов отдельного государства или межгосударственного интеграционного объединения используются находящиеся в распоряжении структур государственного управления и/или национального бизнеса информационно-коммуникационные технологии (далее — ИКТ). В современную эпоху и на достаточно долгую историческую перспективу обеспечить необходимые условия для решения задач создания и развития цифровых платформ способны лишь суверенные государства, их структуры управления. Они обладают не только ресурсами, которых зачастую нет для достижения этих целей у частного бизнеса. В распоряжении правительств есть законное право действовать в сфере высоких технологий в высших интересах национальной безопасности, а также сила всей государственной машины, способной добиться поставленной цели, даже несмотря на сопротивление оппонентов или открытых противников. Формирование международной системы цифровых платформ невозможно без ясно выраженной политической воли суверенных государств. Их сообществу характерна иерархическая структура, при этом у отдельных стран, признанных международным правом суверенными, нет права вето на глобальные проекты, к числу которых относятся пронизывающая всю мировую экономику индустрия ИКТ и формирующие ее «снизу вверх» цифровые платформы. Три крупнейшие современные цифровые платформы (европейская, американская и китайская) строятся на различных политико-правовых основаниях, поэтому их взаимодействие является сочетанием сотрудничества и конфликта. Первое преобладает, когда рассматриваемые ниже три платформы дополняют друг друга и используются для выстраивания взаимовыгодных цепочек добавленной стоимости. А конфликты возникают тогда, когда эти платформы вступают во фронтальное столкновение из-за продвижения собственных уникальных технологий, а также при разделе рынков в других частях планеты.
